South Africa Leads World in Rape Cases

"Nearly one in five of all women in England and Wales report that they have been the victim of a sexual offence since the age of 16, according to a new official analysis.
The study says there are about 473,000 adult victims of sex crimes every year and, while most involve unwanted touching and indecent exposure, they include 60,000 to 95,000 victims of rape."

The situation in both countries is awful and tragic. But it seems to me the difference in outrage is in part because the complete lack of justice women in India seemed to get from the police and judiciary - at least in South Africa, the police and judiciary seem to be more willing to punish a rapist if they manage to catch him.

It will be hard to measure intent to punish or the willingness of the authorities to act in a comparative sense.

I think in both countries there is a distinct impunity mentality - women are degraded/oppressed by patriarchy - both in social and structural terms.

Violence toward women/girls is endemic in both nation-states.

In India women say that they are made to prove rape (they are assumed to be making up stories). The "two-finger test" is used to supposedly check whether a rape victim is sexually active and to what extent.

South Africa may not have the same level of intrusion at least on the face of it, but I have heard women level the same accusation that the system is set up to make the victim prove the crime of rape.

But as you say - the situation is absolutely tragic all around.
